Unable to easily open attachments without prompts and security warnings since upgrading to 2013.4

Resolution
Customer is able to open attachments, even with the bothersome prompts, and considers this a low-priority item but would still like to understand if there could be an easier resolution.

Additional Information
  1. Enabled "Include local directory path when uploading files to a server" in Internet Explorer - > Tools - > Internet Option -> Security tab -> Custom
